LinkedIn Retargeting: How to Build Matched Audiences That Convert

LinkedIn retargeting helps B2B marketers re-engage people and accounts that have already shown measurable interest in the brand. That might include website visitors, people who engaged with LinkedIn ads or content, Lead Gen Form visitors, event audiences, or first-party contacts and companies already known to the business.

For B2B SaaS companies, this matters because buyers rarely move from first impression to demo in one session. A purchase can involve repeated website visits, educational content, product evaluation, multiple stakeholders and sales conversations before an opportunity is created.

The strongest LinkedIn retargeting programmes therefore do more than show the same ad repeatedly to every previous visitor. They use Matched Audiences, meaningful intent signals, exclusions, sensible lookback windows and stage-specific creative to move relevant buyers from awareness to evaluation and commercial action.

If you are still configuring Campaign Manager, conversion tracking and the Insight Tag, start with our LinkedIn Ads setup guide. This guide focuses on how to structure retargeting after those foundations are in place.

What Is LinkedIn Retargeting?

LinkedIn retargeting is the practice of advertising to LinkedIn member accounts that have already interacted with your website, LinkedIn content, ads or other eligible first-party signals.

It sits inside LinkedIn’s broader Matched Audiences system. Matched Audiences can be created from retargeting signals, uploaded contact or company lists, and supported third-party data sources. That distinction matters because not every Matched Audience is automatically a retargeting audience. A company list, for example, may be used for cold ABM prospecting or for re-engaging known accounts depending on how the list was built.

LinkedIn’s current retargeting options include website activity, single-image ad engagement, document ad engagement, video views, Lead Gen Form activity, conversation ad engagement, Company Page engagement, LinkedIn Event activity and eligible signals sent through Conversions API. LinkedIn’s retargeting guidance

The key strategic point is simple: a person who read one educational article should not automatically receive the same message as someone who visited pricing, viewed customer proof and opened a demo form. Effective LinkedIn remarketing should progress with buyer intent.

LinkedIn Matched Audience Sources You Can Use for Retargeting

The most useful source depends on what behaviour you want to capture and where the buyer sits in the journey.

Audience sourceSignalTypical B2B use
Website visitorsPage visits, button clicks or form submissionsProduct, pricing, content and demo retargeting
Video viewersViewed an eligible LinkedIn video adMove awareness audiences into deeper education or proof
Document engagementEngaged with an eligible document adFollow educational content with proof or product messaging
Single-image engagementEngaged with an eligible single-image adRe-engage warm ad audiences
Lead Gen FormsOpened or submitted a Lead Gen FormSeparate non-submitters from converted leads
Company PageVisited or engaged with your LinkedIn PageNurture brand-aware audiences
LinkedIn EventsRegistered for or engaged with an EventEvent follow-up and nurture
Conversation adsOpened or clicked an eligible conversation adContinue previous message engagement
Conversions APIEligible online or offline eventsDeeper-funnel retargeting and measurement
Contact listsKnown contacts matched to LinkedInLifecycle, CRM and re-engagement campaigns
Company listsNamed organisations matched to LinkedInABM, target-account activation and account re-engagement

LinkedIn requires a Matched Audience to reach at least 300 matched member accounts before it can be used for ad set targeting. Very narrow B2B segments may make strategic sense but still fail to activate if the matched audience is too small. Audience size can also be more limited in the EEA and Switzerland because LinkedIn only matches members who have opted in to this use of their data. LinkedIn’s Matched Audience setup guidance

Website Visitors and Website Actions

LinkedIn website retargeting is built on the Insight Tag. Website Actions can automatically capture eligible page visits, button clicks and form submissions, which can then be grouped into retargeting audiences without adding separate code for every action. LinkedIn Website Actions documentation

Do not stop at an audience called “all website visitors.” Website behaviour can signal very different levels of intent.

Website audienceLikely intentPossible next message
Blog or educational visitorsLow to mediumRelated guide, webinar or category education
Solution-page visitorsMediumProduct explanation or use case
Integration-page visitorsMedium to highTechnical proof or implementation guidance
Case-study visitorsMedium to highAdditional customer evidence
Pricing-page visitorsHighROI, comparison or commercial proof
Demo-page non-convertersVery highObjection handling and demo follow-up
Existing customersUsually suppress from acquisitionExpansion or customer-specific messaging

Website Actions currently supports 30, 60, 90 and 180-day lookback windows. The right window should reflect intent. A 180-day educational audience may make sense for a SaaS company with a long sales cycle, while a pricing-page or demo-page audience may need a shorter window because commercial intent decays faster.

Video, Document, Company Page and Other Engagement Audiences

Website visits are only one source of retargeting data. LinkedIn can also build Matched Audiences from engagement that happens directly on the platform, including video, document, single-image, Company Page, Lead Gen Form, Event and conversation-ad activity.

Many engagement audiences support lookback windows from 30 to 365 days. The available controls vary by audience source, so use the options shown for the specific audience you are building rather than assuming every source behaves identically.

Longer windows can improve scale, but scale alone should not decide the window. Someone who engaged eleven months ago is not showing the same level of intent as someone who interacted last week.

Lead Gen Form Audiences

Lead Gen Form audiences are especially useful because LinkedIn distinguishes between people who opened a form and those who submitted it. That creates a natural sequencing opportunity.

A person who opened a form but did not submit may need stronger proof, a clearer value proposition, a different offer or a lower-friction CTA. Someone who already submitted the form should normally be suppressed from a campaign asking for the same conversion again and moved into a sequence based on lead quality, CRM stage and sales follow-up.

How to Build a LinkedIn Retargeting Audience in Campaign Manager

The current setup path is straightforward:

  1. Open the correct ad account in Campaign Manager.
  2. Go to Plan → Audiences.
  3. Click Create audience and choose Matched Audience.
  4. Select the audience source, such as Website, Video, Lead Gen Form, Company Page or another supported retargeting source.
  5. Choose the relevant engagement rule, pages, actions or ad sets.
  6. Select the lookback window available for that source.
  7. Name the audience so another marketer can understand the signal and recency without opening the settings.
  8. Create the audience and wait for it to reach the minimum matched size before expecting delivery.

LinkedIn documents the same flow from the Audiences page in Campaign Manager. Matched Audience setup instructions

For Website Actions specifically, LinkedIn also lets you build audiences directly from Measure → Website actions by selecting eligible page visits or button clicks, then choosing the lookback window and any filters. These audiences can take up to 48 hours, and occasionally longer, to process before they can deliver. Website Actions audience setup

Use Clear Audience Names

A naming system such as US | Pricing Visitors | 30D is more useful than Retargeting Audience 1. A practical convention can include geography, source, action, funnel stage and lookback period.

Examples include NA | Demo Page Non-Converters | 30D, US | Video Viewers | 90D and Enterprise | Tier 1 Companies | CRM. Consistency matters more than the exact syntax.

Add Exclusions Before Launch

An acquisition campaign should not continue targeting people who have already completed its objective. Common suppression audiences include existing customers, employees, converted leads, current opportunities where the offer is no longer appropriate and companies that fall outside the ICP.

Website Actions can also support behaviour-based exclusions. For example, a demo sign-up action can be used to suppress converters from consideration-stage retargeting.

Audience overlap should also be reviewed. If a pricing-page visitor is simultaneously eligible for a broad website visitor campaign, a content-engagement campaign and a high-intent campaign, decide which message should take priority.

What If Your LinkedIn Retargeting Audience Is Too Small?

Small audiences are common in B2B. The answer is not always to keep splitting them into even smaller segments.

  • Extend the lookback window when older engagement still has commercial relevance.
  • Combine compatible signals when several actions represent the same stage, such as multiple high-intent website actions.
  • Avoid unnecessary segmentation if the resulting audience cannot reach LinkedIn’s 300-member activation threshold.
  • Use Predictive Audiences for expansion when you need to move beyond pure retargeting.

LinkedIn now allows a retargeting audience to be used as the source for a Predictive Audience, provided the source has at least 300 member accounts. LinkedIn then uses the source data and its own AI to create a larger audience predicted to behave similarly. LinkedIn Predictive Audiences documentation

That is useful for scale, but it changes the strategy. A Predictive Audience is not retargeting. It expands beyond people who have already interacted with you and becomes an audience-expansion or prospecting tactic.

Be Careful With Auto-Targeting

LinkedIn’s Auto-Targeting can also use retargeting audiences, Lead Gen Forms, lists, conversions and other inputs as optional signals. LinkedIn then combines those inputs with its professional audience data and platform signals to build the actual audience. LinkedIn Auto-Targeting guidance

If your goal is strict remarketing only, do not assume that adding a retargeting audience as an Auto-Targeting signal limits delivery to that Matched Audience. Build your own audience when you need tighter control over who is eligible.

B2B SaaS Retargeting Sequences That Match Buyer Intent

The biggest improvement most B2B teams can make is moving from static remarketing into creative and offer progression. The message should change as intent changes.

StageAudience signalNext messagePrimary objective
AwarenessArticle or light video engagementProblem educationBuild category understanding
ConsiderationDeeper video or document engagementFramework, guide or webinarIncrease useful engagement
EvaluationProduct or use-case page visitProduct explanationEstablish solution fit
ProofCase study or proof-page interactionCustomer evidenceReduce perceived risk
High intentPricing or demo-page activityDemo, consultation or evaluation CTACreate pipeline

The first interaction does not need to produce a demo. What matters is whether the next touch helps the buyer move logically toward a stronger signal.

High-Intent and Demo Non-Converter Follow-Up

A person who reaches pricing, comparison or demo content already knows more than a first-time blog visitor. Do not reset them to generic category education.

High-intent follow-up should answer questions that commonly block action: whether the product fits the use case, how difficult implementation will be, whether integrations exist, how the economics work and whether similar companies have succeeded. Useful creative may include customer proof, ROI framing, implementation guidance, competitive differentiation and a direct commercial CTA.

LinkedIn Retargeting for ABM

LinkedIn retargeting becomes especially useful inside an ABM programme because the B2B buyer is often an account, not one individual. One stakeholder may engage with educational content, another may visit the website, a director may inspect pricing and procurement may appear only after an opportunity becomes serious.

A practical sequence is:

Target account → role-specific education → engagement retargeting → proof → high-intent commercial message → coordinated sales follow-up

LinkedIn’s Companies Hub adds a useful account-level layer. Marketers can review company engagement, use CRM-based revenue views when CRM Sync is connected, filter accounts and create audiences from selected companies. LinkedIn also supports quick company audiences for goals such as moving organically engaged companies into acquisition or turning highly engaged companies into leads. Companies Hub guidance

Companies Hub should complement, not replace, your account strategy. Prioritisation should still consider ICP fit, revenue potential, sales stage, engagement, strategic importance and buying-committee coverage.

For a deeper account-level framework, read our LinkedIn Ads ABM guide for B2B SaaS or see how paid media and sales coordination fit together on our SaaS ABM agency page.

Creative, Frequency and Audience Fatigue

Retargeting audiences are naturally smaller than broad prospecting audiences, which makes creative fatigue a structural risk. A campaign may perform well initially and then weaken as the same group sees the same message repeatedly.

Watch frequency alongside CTR, CPC, engagement rate, conversion rate, qualified-lead rate, audience size, saturation, creative-level performance and downstream pipeline quality. If performance deteriorates, increasing the audience size is not automatically the right response. Sometimes the real problem is that the creative has stopped progressing.

A prospect might first need a problem-led message, then product education, customer evidence, implementation detail and finally a commercial offer. If every stage simply says “Book a demo,” that is repetition rather than nurturing.

Measure Retargeting Beyond Platform Conversions

LinkedIn retargeting should not be judged only on clicks, CTR or platform-reported form fills. The commercial question is whether warm-audience spend contributes to qualified opportunities and pipeline.

The Insight Tag can capture browser-based website signals, while Conversions API can send eligible server-side and offline events to LinkedIn. If the same event is sent through more than one source, configure deduplication so it is not counted twice.

For B2B SaaS, reporting should connect paid media with CRM stages:

Ad spend → Lead → Qualified Lead → SQL → Opportunity → Pipeline → Closed Revenue

Useful commercial measures include cost per qualified lead, cost per SQL, cost per opportunity, opportunity conversion rate, pipeline generated, pipeline influenced and closed-won revenue. Our guide to connecting ad spend to pipeline and revenue explains how campaign data, UTMs, CRM fields, offline conversions and lifecycle stages should work together.

Common LinkedIn Retargeting Mistakes

  • Treating every website visitor the same. A blog visitor, pricing-page visitor and demo non-converter represent different levels of intent.
  • Building audiences that cannot activate. Highly specific segments may never reach LinkedIn’s 300-member minimum.
  • Using long lookback windows for every audience. More scale is not automatically better if the behaviour is too old to remain meaningful.
  • Failing to suppress converted users. Do not keep asking for the same conversion after someone has already completed it.
  • Using one creative indefinitely. Warm audiences fatigue quickly when the message never progresses.
  • Treating company lists as a complete ABM strategy. Lists still need account prioritisation, buying-committee coverage, relevant messaging, sales coordination and measurement.
  • Optimising for form volume without CRM feedback. A lower CPL can still produce weaker pipeline.
  • Confusing predictive expansion with retargeting. Predictive Audiences can scale from a retargeting seed, but the resulting audience is broader than people who already engaged.
  • Running LinkedIn in isolation. A buyer may discover you on LinkedIn, research through search, return through another paid channel and convert through sales outreach.

LinkedIn should therefore sit within a broader B2B paid media strategy when several channels contribute to the buying journey. If you are evaluating external support across remarketing channels, see our comparison of retargeting agencies for B2B.

LinkedIn Retargeting FAQs

How do I retarget people on LinkedIn?

Create a Matched Audience in Campaign Manager from a supported signal such as website activity, video views, document engagement, Lead Gen Form activity, Company Page engagement or another eligible source. For website retargeting, the LinkedIn Insight Tag needs to be installed so LinkedIn can build audiences from eligible visitor actions. Once the audience reaches the minimum matched size, you can use it in campaign targeting.

What is the minimum audience size for LinkedIn retargeting?

LinkedIn requires at least 300 matched member accounts before a Matched Audience can be used for ad targeting. Very narrow B2B segments may fail to activate, so marketers often need to extend the lookback window, combine compatible intent signals or reduce unnecessary segmentation.

How long does LinkedIn retargeting last?

The available lookback period depends on the audience source. Website Actions supports 30, 60, 90 and 180-day windows. Many engagement-based audiences, including video, single-image, document, Lead Gen Form, conversation ad and Company Page audiences, support windows from 30 to 365 days. The best window should reflect how quickly the underlying buyer intent loses relevance.

Can you retarget people who opened a LinkedIn Lead Gen Form but did not submit it?

Yes. LinkedIn can create separate Lead Gen Form audiences for people who opened a form and people who submitted it. That lets you retarget non-submitters with a different message while suppressing people who already completed the form from campaigns asking for the same conversion again.

Can you retarget LinkedIn video viewers?

Yes. LinkedIn supports video-view retargeting audiences based on eligible video ad engagement. Marketers can use these audiences to move viewers from awareness into deeper education, customer proof or product-focused messaging instead of repeatedly showing the same video.

What should I do if my LinkedIn retargeting audience is too small?

Start by checking whether the audience is over-segmented, then consider extending the lookback window or combining compatible signals from the same funnel stage. If you need to scale beyond people who already engaged, LinkedIn can also use an eligible retargeting audience as the source for a Predictive Audience. A Predictive Audience is audience expansion, not pure retargeting.

Build LinkedIn Retargeting Around Buyer Progression

The best LinkedIn retargeting strategy is not the one with the most audience segments. It is the one that understands what the buyer has already done and what they need next.

For B2B SaaS, that means combining Matched Audiences, website behaviour, LinkedIn engagement, CRM data, exclusions, stage-specific creative and pipeline measurement. Start with reliable tracking, segment by meaningful intent, use lookback windows that reflect recency, suppress people who have already converted and progress the message from education to proof to commercial action.

Then evaluate whether the system creates qualified opportunities rather than simply generating more clicks. If LinkedIn is already an important acquisition channel but targeting, retargeting, creative or CRM reporting is limiting performance, explore OneMetrik’s LinkedIn Ads agency for B2B SaaS.
