You can advertise on ChatGPT through OpenAI Ads Manager, where businesses can create campaigns that appear as clearly labelled sponsored placements alongside relevant ChatGPT conversations.
As of September 2026, ChatGPT Ads is available across more than 40 countries, with self-service Ads Manager access now available in markets including the United States, United Kingdom, Canada, Australia, India, Brazil, Japan, South Korea, Mexico and much of Europe, the Middle East and North Africa.
Advertisers can currently choose between CPM, CPC and conversion-optimized CPC (oCPC) campaigns, with targeting and measurement capabilities including geographic targeting, platform targeting, custom audiences, OpenAI Pixel and Conversions API.
ChatGPT Ads has also moved well beyond its original experimental pilot. OpenAI says tens of thousands of advertisers now use the platform and that the advertising business has reached a $1 billion annualized revenue run rate in less than 200 days.
For marketers, however, the important question is not whether ChatGPT Ads is growing. It is whether conversational intent can produce qualified traffic, leads and revenue efficiently enough to earn budget alongside channels such as Google Ads, LinkedIn Ads and Meta Ads.
This guide explains how ChatGPT Ads works, how much it costs, how to set up a campaign, who can see the ads, how targeting and bidding work, and where the channel fits into a B2B performance marketing strategy.
How to Advertise on ChatGPT
ChatGPT Ads moved from a small US pilot to a global advertising platform in less than seven months. That speed matters because information about availability, buying models and campaign capabilities from early 2026 can already be outdated.
| Date | What changed |
|---|---|
| 16 January 2026 | OpenAI announced plans to begin testing ads for logged-in users on the Free and Go plans in the United States. Plus, Pro, Business and Enterprise remained ad-free. |
| 9 February 2026 | ChatGPT Ads testing officially began in the United States for eligible adult Free and Go users. |
| 26 March 2026 | OpenAI announced expansion beyond the US, beginning with Canada, Australia and New Zealand. |
| 5 May 2026 | OpenAI introduced Ads Manager Beta, allowing advertisers to buy ChatGPT Ads directly. CPC bidding, expanded measurement tools and Conversions API support were also introduced. |
| August 2026 | Conversion-optimized CPC, or oCPC, became part of the Ads Manager campaign objective set, allowing campaigns to optimize clicks toward selected downstream conversion events. |
| 11 August 2026 | ChatGPT Ads expanded to the United Kingdom, Mexico, Brazil, Japan and South Korea. |
| 18 August 2026 | OpenAI announced expansion into 31 European markets, significantly increasing the international advertising footprint. |
| 31 August 2026 | OpenAI announced that ChatGPT Ads had reached more than 40 countries, with self-service Ads Manager access expanding across India, Europe, the Middle East and North Africa. OpenAI also said the platform had reached a $1 billion annualized revenue run rate in less than 200 days. |
OpenAI now describes ChatGPT Ads as having moved from an early pilot toward a global advertising platform. Tens of thousands of advertisers are using the channel, and businesses in supported self-service markets can create an Ads Manager account, set budgets, build campaigns and manage advertising directly.
The current campaign structure is also more mature than it was during the initial rollout. Ads Manager supports CPM for reach, CPC for traffic and oCPC for conversion-focused campaigns, along with country targeting, platform targeting, custom audiences and conversion measurement.
For marketers, the practical takeaway is that ChatGPT Ads is no longer a channel that requires a large pilot commitment or direct access through OpenAI alone. In supported markets, including India, advertisers can now test the platform through self-service Ads Manager and evaluate its performance alongside established paid channels.
What a ChatGPT ad actually is
A ChatGPT ad is a clearly labelled sponsored unit that appears below a ChatGPT response, visually separated from the answer itself.
The current ad format can include:
- advertiser or business name
- logo or favicon
- headline
- description
- landing page
- image creative
OpenAI structures campaigns in three layers:
Campaign → Ad group → Ad
The campaign controls the objective, budget, dates and targeting. Ad groups organize ads around a specific product, theme or intent area. The individual ad contains the creative that the user actually sees.
Three mechanics make ChatGPT Ads different from conventional search advertising.
1. Ad matching is based on conversational relevance, not exact-match keywords
Advertisers do not create traditional keyword lists in the way they would for Google Search.
Instead, OpenAI evaluates several relevance signals, including the intent and context of the current conversation, the advertiser’s landing page, title, copy and the context hints provided at the ad-group level. When ad personalization is enabled, selected signals from a user’s broader ChatGPT experience may also contribute to relevance.
Context hints can describe the conversations, problems, use cases or topics where a product may be useful. However, they are not exact-match keywords and do not guarantee that an ad will appear for a specific prompt or phrase.
For example, a B2B CRM advertiser might build separate ad groups around:
CRM for startups
sales pipeline management
CRM migration
HubSpot alternatives
The goal is to help OpenAI understand the situations in which the advertiser may be relevant, rather than trying to bid on every possible wording of a search.
2. Ads do not influence ChatGPT’s answer
Buying a ChatGPT ad does not buy placement inside the organic response.
OpenAI keeps advertising separate from ChatGPT’s answers, so paying for an ad does not make ChatGPT recommend, cite or rank the advertiser more prominently.
This distinction matters for marketers because ChatGPT advertising and organic ChatGPT visibility are two separate acquisition strategies. Paid visibility is managed through Ads Manager, while organic visibility requires SEO, AEO and broader AI-search optimization.
3. Creative needs to work with the conversation
ChatGPT Ads is not simply a search ad pasted underneath an AI response.
OpenAI recommends creating multiple distinct headline and description variations around a product or use case so its system has enough coverage to find relevant conversational opportunities. The company also recommends clear, specific and benefit-focused messaging rather than generic slogans.
Landing pages should closely match the ad and user intent, and advertisers can add UTM parameters directly to destination URLs for additional measurement.
For marketers accustomed to keyword-led PPC, the practical change is significant: you are designing around customer situations and conversational intent rather than assembling a keyword list.
How Much Do ChatGPT Ads Cost?
ChatGPT Ads does not have a single fixed cost. Advertisers choose a campaign objective, set a maximum bid, and compete in a relevance-weighted auction.
OpenAI currently supports three campaign objectives:
| Objective | How you pay | Best suited for |
|---|---|---|
| CPM | Per 1,000 impressions | Reach and awareness |
| CPC | Per valid click | Traffic and engagement |
| oCPC | Per valid click | Optimizing toward a selected conversion event after the click |
For standard CPC campaigns, OpenAI currently recommends starting with a maximum CPC bid of $3–$5 USD per click. That is bidding guidance, not an average CPC benchmark or a guarantee of what advertisers will actually pay.
ChatGPT Ads uses a relevance-weighted, second-price auction, which means delivery depends on both the advertiser’s bid and how relevant the ad is expected to be for the eligible conversation.
Minimum ChatGPT Ads budget
The minimum daily campaign budget varies by billing currency and country.
Some current minimums are:
| Market | Minimum daily budget |
|---|---|
| India | ₹725 INR |
| United States | $25 USD |
| United Kingdom | £15 GBP |
| Canada | $25 CAD |
| Australia | $25 AUD |
| Brazil | R$40 BRL |
| Japan | ¥2,500 JPY |
| Mexico | MX$150 |
| South Korea | ₩25,000 KRW |
OpenAI publishes these as minimum daily campaign budgets, not recommended test budgets.
For Indian advertisers, this means you can technically start a ChatGPT Ads India campaign with a daily budget of ₹725. However, a ₹725 minimum should not be interpreted as the amount required to generate statistically meaningful results.
A useful test budget depends on factors such as:
- the campaign objective
- the maximum bid
- the size of the target audience
- advertiser competition
- conversion rate
- sales cycle
- how much data is required to evaluate lead quality
For B2B SaaS campaigns, we would generally evaluate ChatGPT Ads using downstream metrics such as qualified lead rate, SQLs, opportunities, pipeline and CAC rather than judging the channel only on CPC.
How daily budgets work
There is another important detail advertisers should know: a daily budget is not necessarily a hard same-day spending cap.
OpenAI describes it as an average daily amount over a seven-day period. Spend may be higher or lower on individual days as the system paces delivery, while remaining within the applicable seven-day spending limit.
For advertisers new to the platform, OpenAI recommends starting with a daily budget so performance can be monitored before committing to a larger campaign-total budget.
How to set up a ChatGPT ads campaign
- Create your OpenAI Ads Manager account. Go to Ads Manager and sign in with an OpenAI account, ideally using your work email. During onboarding, add your business name, website, logo, industry, country, currency and time zone. OpenAI also requires account verification before full platform access is granted.
- Complete billing before you build for launch. Set up your billing profile with your business details and invoice email, then add a valid payment method. Campaigns will not deliver until billing and payment setup is complete.
- Confirm that Ads Manager is available in your market. ChatGPT Ads has expanded far beyond the original US, UK, Canada, Australia and New Zealand rollout. India and many additional international markets now have self-service access, so check OpenAI’s latest Ads Manager availability before building the campaign.
-
Choose the right campaign objective.
ChatGPT Ads currently supports three objectives:
- CPM for reach and awareness
- CPC for traffic and engagement
- oCPC for optimizing toward a downstream conversion event after the click
- Set your budget, dates and targeting. At campaign level, choose your budget, start and end dates, countries and platforms. You can also include or exclude custom audiences where available.
-
Create ad groups around buyer situations and intent.
ChatGPT Ads does not work like traditional keyword targeting. Ad groups should be organized around specific products, themes or use cases, with context hints that describe the conversations where the advertiser may be relevant.
For example, a CRM company could use separate ad groups for:- CRM for startups
- sales pipeline management
- CRM migration
- HubSpot alternatives
- Write context hints carefully. Context hints help OpenAI understand where your product may be useful, but they are not exact-match keywords and do not guarantee delivery for a particular prompt. Ad selection also considers conversational intent, your landing page, ad copy and other relevance signals.
- Create multiple ad variations. Each ad can include your brand name, logo, title, copy, landing page and image. OpenAI recommends using distinct headline and description variations rather than repeatedly showing the same message, giving the system more opportunities to match creative to relevant conversations.
- Use a landing page that closely matches the ad. The destination should be valid, accessible and directly relevant to the offer. Add UTM parameters so traffic from ChatGPT Ads can also be measured inside your own analytics and attribution setup.
- Set up conversion tracking before using oCPC. For conversion-optimized campaigns, OpenAI requires conversion tracking through the JavaScript Pixel, Conversions API or both, along with a supported conversion event such as a lead submission, sign-up or purchase.
- Launch and monitor early delivery. Ads Manager reports campaign performance including impressions, clicks and spend. Evaluate the campaign at the campaign, ad-group and ad levels, then use your own analytics and CRM to determine whether those clicks are producing qualified conversions and revenue.
How agencies can manage ChatGPT Ads accounts
ChatGPT Ads can be managed by an agency, but the account structure is different from mature platforms such as Google Ads.
OpenAI currently requires each advertiser to have its own advertising account. If an agency manages multiple advertisers, each advertiser needs a separate account rather than placing every client inside one shared advertising account.
The advertiser account can then provide access to internal team members, consultants or agency users. OpenAI currently supports account-level roles such as Admin, Member and Viewer, allowing businesses to control what different users can access.
For businesses working with a ChatGPT Ads agency, the practical operating model should therefore look like this:
- Keep each advertiser in a separate ad account. The legal entity, billing country, currency and payment information should correspond to the business being advertised.
- Give the agency appropriate account access. Agency specialists can be added to the advertising account rather than sharing credentials.
- Keep billing ownership clear. OpenAI ties billing information and payment methods to the advertiser account and business entity used during setup.
- Use role-based permissions. Give administrators, campaign managers and reporting stakeholders only the level of access they require.
- Keep cross-channel reporting outside Ads Manager when necessary. CRM, analytics and attribution systems should remain the source of truth for comparing ChatGPT Ads with Google Ads, LinkedIn Ads and other paid channels.
OpenAI’s advertising terms explicitly account for Advertising Intermediaries, which can include agencies or other organizations acting on behalf of advertisers. However, the intermediary remains responsible for complying with OpenAI’s advertising terms and any applicable payment obligations associated with the account structure it uses.
For brands evaluating external support, the better question is therefore no longer whether an agency can manage ChatGPT Ads. It is whether the agency has a clear process for account access, billing, conversion tracking, campaign management and CRM-level attribution.
Our guide to choosing a ChatGPT Ads agency covers what advertisers should evaluate before handing campaign management to an external partner.
ChatGPT Ads versus Google Ads
Replace the table and paragraph underneath with:
| ChatGPT Ads | Google Ads | |
|---|---|---|
| Primary intent signal | Conversational context and user intent | Search queries, keywords, audiences and behavioural signals |
| Placement | Sponsored unit below a relevant ChatGPT response | Search, Shopping, Display, YouTube, Discover, Gmail and other Google surfaces |
| Geographic availability | Self-service available across 40+ markets, including India | Broad global availability |
| Audience | Eligible users on ad-supported ChatGPT experiences; paid plans such as Plus, Pro and Business are ad-free | Users across Google’s search, video, display and partner ecosystem |
| Bidding | CPM, CPC and conversion-optimized CPC (oCPC) | CPC, CPM, CPA, tCPA, ROAS, tROAS and other automated bidding strategies |
| Targeting | Conversation context, landing-page and creative relevance, location, platform, context hints and custom audiences | Keywords, search intent, demographics, audiences, first-party data, placements and automated signals |
| Conversion measurement | OpenAI Pixel, Conversions API and attributed conversion reporting | Google tag, GA4, enhanced conversions, offline conversions and broad attribution integrations |
| Reporting | Campaign, ad-group and ad-level impressions, clicks, spend, CTR, CPC, CPM and conversions | Mature reporting across campaigns, keywords, search terms, audiences, placements and conversions |
| Platform maturity | Newer advertising platform still in beta | Mature advertising ecosystem with decades of advertiser data and tooling |
| Published performance benchmarks | OpenAI says there are not yet established cross-advertiser benchmarks | Extensive third-party and historical benchmark data exists |
OpenAI’s Ads Manager now reports performance at the campaign, ad-group and ad levels, including impressions, clicks, spend, CTR, average CPC, average CPM and conversions. Conversion tracking can be implemented through OpenAI Pixel, Conversions API or both.
The biggest difference, however, is not the interface or bidding model. It is the intent signal.
Google Search typically reaches someone after they have translated a need into a query such as “best CRM for startups.” ChatGPT may reach that same buyer earlier or differently, while they are asking a sequence of questions about how to organize a sales process, compare CRM options or migrate from an existing platform.
That makes ChatGPT Ads potentially useful as a conversational discovery and consideration channel, while Google Ads remains much stronger for capturing explicit existing demand.
For B2B SaaS teams, we would not treat the two channels as substitutes. Google Ads can continue capturing high-intent searches, while ChatGPT Ads can be tested against research and comparison use cases where buyers may not yet have settled on a specific product or vendor.
The measurement standard should still be the same: qualified leads, SQLs, opportunities, pipeline and customer acquisition cost. A new channel should earn additional budget through business outcomes rather than novelty.
For teams already investing in search, our Google Ads agency approach focuses on connecting paid search spend to pipeline, while ChatGPT Ads can be evaluated as an additional conversational-intent layer.
Why B2B SaaS should read the fine print
ChatGPT Ads creates an interesting opportunity for B2B SaaS, but the addressable audience is not the same as ChatGPT’s total user base.
OpenAI currently says ads may appear to users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts remain ad-free, and OpenAI does not show ads to accounts identified as belonging to users under 18. Ads can also appear in eligible logged-out experiences, subject to additional content restrictions.
That matters for B2B advertisers because many companies increasingly provide paid ChatGPT accounts to employees. A buyer using a Business, Enterprise, Plus or Pro account will not see ads while using that account.
However, it would be a mistake to conclude that this automatically removes senior B2B buyers from the addressable audience.
Decision-makers may use different ChatGPT accounts across work and personal contexts, and there is not yet enough public data to determine what percentage of a typical B2B buying committee sits on ad-supported versus ad-free plans.
The better question is therefore:
Can the audience ChatGPT Ads actually reaches produce qualified pipeline for your business?
For B2B SaaS, that should be tested rather than assumed.
ChatGPT may be especially relevant when buyers are researching questions such as:
- which software category solves a particular problem
- how competing tools differ
- what integrations they need
- how to improve an existing workflow
- what alternatives exist to a product they already use
Those conversations can happen before a buyer turns the problem into a conventional Google search, which gives ChatGPT Ads a potentially useful role in discovery and consideration.
The bigger opportunity is not the ad unit
Buying ChatGPT Ads does not make ChatGPT recommend your brand organically.
OpenAI is explicit that advertising runs separately from ChatGPT’s answers. Advertisers cannot pay to influence, rank or alter the response a user receives, and an ad appearing beside an answer does not mean OpenAI recommends or endorses that advertiser.
That means marketers now have two distinct opportunities inside ChatGPT:
Paid visibility comes through ChatGPT Ads. You buy sponsored placements, set campaign objectives and budgets, and measure performance through Ads Manager.
Organic AI visibility is earned. When someone asks ChatGPT a question such as “What are the best project management tools for engineering teams?”, the brands included in the answer are determined independently from the advertising system.
For marketers, this distinction is important because a buyer may encounter your brand in either place, or potentially both.
A paid placement can help a company reach an eligible user during a relevant conversation. Organic visibility can help a brand become part of the research and comparison process when ChatGPT retrieves, references or recommends information about a category.
Improving that organic visibility is part of answer engine optimization (AEO) and generative engine optimization (GEO). It involves making your brand and content easier for AI systems to understand, retrieve and cite through strong topical coverage, authoritative evidence, clear entity signals and content structured around the questions buyers actually ask.
Our guide on how to rank on ChatGPT covers the practical steps for improving ChatGPT visibility, while our Generative Engine Optimisation guide explains how GEO fits alongside traditional SEO. The existing GEO URL is live and specifically covers optimization for AI-generated answers.
For B2B SaaS companies, the most useful strategy may therefore be to test both sides of ChatGPT discovery rather than treating paid and organic visibility as competing choices.
Use ChatGPT Ads where the audience, economics and conversion quality make sense. At the same time, invest in becoming one of the brands AI systems can confidently surface when buyers ask category, comparison and recommendation questions.
The two channels should be measured differently:
- ChatGPT Ads: impressions, clicks, conversions, qualified leads, pipeline and CAC
- Organic AI visibility: brand mentions, citations, referral traffic, share of AI visibility and assisted conversions
The goal is not simply to be the ad beneath the answer or the brand inside it. It is to understand which route creates measurable demand and revenue for your business.
Frequently asked questions
Does ChatGPT have ads?
Yes. ChatGPT shows clearly labelled sponsored ads to eligible users on ad-supported experiences. Ads appear separately below ChatGPT responses and do not influence the answers ChatGPT provides. OpenAI does not show ads to Plus, Pro or Business-plan users, or to accounts identified as belonging to users under 18.
Can you advertise on ChatGPT?
Yes. Businesses in supported markets can advertise through OpenAI Ads Manager. Advertisers can create campaigns, set budgets and targeting, build ad groups and creatives, and measure campaign performance through the platform.
How much do ChatGPT ads cost?
ChatGPT Ads uses auction-based pricing rather than a fixed advertising rate. Campaigns can use CPM, CPC or conversion-optimized CPC objectives. OpenAI recommends a starting maximum CPC bid of around $3 to $5 for standard CPC campaigns, while actual costs depend on competition, relevance and delivery. Minimum daily campaign budgets also vary by country. For example, the current minimum is $25 in the US and ₹725 in India.
How do ChatGPT Ads work?
ChatGPT Ads are matched using signals such as the context and intent of the current conversation, the advertiser’s landing page, ad copy and advertiser-provided context hints. Context hints can describe relevant topics or conversations, but they do not work like exact-match search keywords.
How do you advertise on ChatGPT?
Start by creating an account in OpenAI Ads Manager, completing business verification and billing, choosing a campaign objective and setting your budget and targeting. You then create ad groups, provide context hints, upload ads and creative variations, and set up conversion measurement before launching the campaign.
What do ChatGPT Ads look like?
A ChatGPT ad appears as a sponsored unit below a ChatGPT response. It can include the advertiser name, logo or favicon, headline, description, landing page and image creative. The ad is visually separated from the organic answer.
Who sees ads on ChatGPT?
Ads may appear to eligible users on ad-supported ChatGPT experiences. OpenAI says users on Plus, Pro and Business plans do not see ads, and accounts identified as belonging to users under 18 are also excluded.
How do I find an agency for ChatGPT advertising?
Ask three specific questions to the chatgpt ads agency. First, how will they operate given that OpenAI instructs agencies not to create ad accounts on behalf of clients and offers no manager account. Second, how will they measure results given aggregated reporting and no query-level data. Third, and most important for B2B, how do they reconcile a Free and Go tier audience with a buyer base that sits on ad-free paid tiers. An agency that cannot answer all three has not run the channel.
Are ChatGPT Ads available in India?
Yes. ChatGPT Ads have launched in India, and OpenAI currently lists a ₹725 minimum daily campaign budget for Indian advertisers. India is part of OpenAI’s expanding international ChatGPT Ads rollout.
Do ChatGPT Ads influence ChatGPT answers?
No. OpenAI keeps advertising separate from ChatGPT’s answers. Paying for a ChatGPT ad does not make a brand more likely to be recommended, cited or included organically in a response.
Where this leaves you
ChatGPT Ads is now genuinely open, genuinely cheap to test, and genuinely immature. Test it with a small budget on CPC, with conversion tracking installed on day one, and with realistic expectations about who you can actually reach.
Then spend the rest of your attention on the thing that compounds: becoming the brand ChatGPT names when nobody paid it to.
