What this report answers
ChatGPT Ads is scaling, but budget migration is still limited
ChatGPT Ads has moved beyond a limited pilot, but the more important question for marketers is not whether the channel exists. It is whether the channel can produce qualified and incremental customer value.
OneMetrik analyzed responses from 58 unique relevant practitioners alongside official platform documentation, independent observational research and early advertiser case studies to understand how teams are testing ChatGPT Ads, what is holding back larger budget moves and what evidence should determine whether investment scales.
Testing is rising. Budget migration is not yet. Proof of qualified value appears to come before meaningful budget reallocation.

Executive summary
The findings below come from different research designs and denominators. They should be read as complementary signals rather than combined into a single adoption or performance benchmark.
79.3%
referenced measurement, attribution, ROI proof or performance verification
25.94%
of commercial prompts showed ads in SE Ranking’s observed dataset
26%
of US desktop ChatGPT responses showed ads in Similarweb’s June sample
3.63%
paid advertiser and organic citation overlap in SE Ranking’s study
There is still no stable independent cross-advertiser benchmark for ChatGPT Ads CPC, CPL, CPA or ROAS.
In our practitioner sample, proof was the most common barrier to scaling
Measurement and performance verification were the most frequently cited considerations when contributors discussed whether to test, wait or scale. Forty-six of 58 contributors, or 79.3%, referenced measurement, attribution, ROI proof or performance verification.
46 / 58
contributors referenced measurement, attribution, ROI proof or performance verification. Coding categories can overlap, so the percentages in this study are not intended to total 100%.
State of the market
OpenAI’s figures describe platform reach and commercial adoption. Independent datasets describe how often ads appeared in specific observed samples. These should be read separately. For current advertiser information and platform access, see OpenAI’s official ChatGPT Ads page.
| Evidence | Figure | What it means |
|---|---|---|
| OpenAI-reported annualized ad revenue run rate | $1B | Platform scale reported by OpenAI, not an independent market estimate. |
| OpenAI-reported weekly active users | 1B+ | Potential platform reach, not the number of users who see ads. |
| Countries with ChatGPT Ads availability | 40+ | Geographic availability reported by OpenAI. |
| SE Ranking observed commercial prompts | 25.94% | Observed ad penetration in a specific commercial-prompt dataset. |
| Similarweb US desktop sample | 26% | Observed share of US desktop responses in a different dataset and methodology. |

The conversational buyer journey
A multi-turn conversation can reveal needs, constraints, comparisons and decision criteria that may never appear in a single search query. That changes the advertising problem from keyword matching alone to understanding what the buyer is trying to resolve in the conversation.
1. Organic answer or citation
Independent answer content. Ad spend does not buy organic inclusion or alter ChatGPT’s response.
2. Sponsored placement
A clearly labeled paid unit shown separately from the answer. Evaluate relevance, qualified response and the economics of the next action.
3. Sponsored Agent
A separate business-sponsored conversation a user can choose to enter after engaging with an ad. Evaluate interaction quality, claim accuracy, qualification and handoff.
For more on how these formats are evolving beyond a standard click, see our analysis of ChatGPT Ads AI tools.
Buying an ad does not buy an AI citation
Paid conversational advertising and organic AI visibility are separate visibility layers. In the SE Ranking study, the paying advertiser was also cited organically in only 3.63% of sponsored placements.
For teams evaluating paid conversational media, see OneMetrik’s ChatGPT Ads Agency service page.
EARLY SIGNALS
Early advertiser performance
Public advertiser tests now provide real campaign evidence, but results vary widely and the studies are not standardized. These examples show what has been possible under specific conditions, not what advertisers should expect as a universal benchmark.
$9.89
CPC
Synter test across 129,663 impressions and five markets.
$11.65
CPC
VSSL two-week agency test with $400 spend.
~$5
CPC
InterTeam case study across three B2B SaaS clients.
There is still no robust independent cross-advertiser benchmark for ChatGPT Ads CPC, CPL, CPA, ROAS or qualified lead quality. Measurement capabilities are also changing. See our update on ChatGPT Ads conversion bidding and measurement.

RESEARCH METHOD
Research methodology
OneMetrik reviewed 76 practitioner response excerpts collected through Connectively. One unrelated submission was excluded, while duplicate and repeat submissions from the same contributors were consolidated so that the analytical denominator represents unique contributors rather than message count. The cleaned sample contains 58 unique relevant contributors.
Primary practitioner material
Responses were open-ended and self-selected. Findings describe this practitioner pool and should not be interpreted as population estimates. Coding categories can overlap.
Secondary evidence
The report also uses official platform documentation, independent observational research, public advertiser case studies, consumer research and industry forecasts.
Platform documentation and external sources were rechecked through September 23, 2026. ChatGPT Ads is changing quickly, so product availability, targeting, measurement and buying mechanics may change after publication.
ChatGPT Ads research questions
Answers to common questions about budget movement, measurement, benchmarks and organic AI visibility.
Are marketers moving budget from Google Ads to ChatGPT Ads?
Not broadly in OneMetrik’s practitioner sample. Only 5.2% reported moving established budget into ChatGPT placements, while 87.9% argued for protecting established paid channels or avoiding broad reallocation.
What is the biggest barrier to scaling ChatGPT Ads?
Measurement and proof of performance were the most frequently cited concerns in OneMetrik’s practitioner study. 79.3% referenced measurement, attribution, ROI proof or performance verification.
Is there a reliable ChatGPT Ads CPC or CPL benchmark?
No stable cross-advertiser benchmark exists yet in the evidence reviewed for this report. Public campaign examples vary widely by market, objective, spend, format and attribution method.
Does buying ChatGPT Ads improve organic AI visibility?
The evidence reviewed does not support that conclusion. In one SE Ranking study, the paying advertiser was also cited organically in only 3.63% of sponsored placements.
